Development/Implementing Agency

The Liechtenstein Development Service (Liechtensteinischer Entwicklungsdienst, LED) is the agency responsible for the bilateral development cooperation of the Principality of Liechtenstein. LED is a public institution founded by the Government and civil society of Liechtenstein in 1965. In the Republic of Moldova, LED initiated its activity in September 2007, focusing primarily on the educational sector.

Strategic Programming Documents

The LED Strategy 2023–2026 defined two key priority themes for Liechtenstein's cooperation: food security (sustainable food systems with a focus on agroecology) and vocational training to enhance employment rates. Vocational education and training, along with employment, represent the primary objective for the assistance provided in Moldova.

Other Information and Areas of Impact

The LED Country Program for Moldova prioritizes three areas of impact:

  • Governance of the VET (Vocational Education and Training) system

  • Quality and relevance of vocational training

  • Access and transition from school to work

Interventions Structured by Levels:

  • At the micro level:

    Interventions have strengthened the capacities of local vocational education and training institutions by improving infrastructure, reinforcing institutional management, training VET teachers and instructors, and developing learning content. In addition to providing more relevant and inclusive training, interventions included post-graduation support so that graduates have access to decent employment or self-employment activities.

  • At the mezo level:

    LED Moldova has strengthened the capacities of training providers for teachers, instructors, and managers within the VET system. It has also contributed to the establishment and capacity building of the National Council of Students in VET, as well as the integration of entrepreneurial education into the curriculum and vocational training.

  • At the macro level:

    LED Moldova has assisted the Ministry of Education and Research in drafting and implementing new reforms, such as the curriculum reform and the National Qualifications Framework reform.
