The coordination of the national policy for development cooperation and humanitarian assistance is ensured by the Ministry of Foreign and European Affairs of the Republic of Slovenia (MZEZ). The implementation of development, ecological infrastructure, and institutional support projects in the Republic of Moldova is carried out through the Centre for International Cooperation and Development (CMSR), in partnership with international platforms such as the Centre for European Perspective (CEP) and the Center of Excellence in Finance (CEF).

The legal foundation of bilateral relations and development cooperation consists of trade and economic cooperation agreements between the Government of the Republic of Moldova and the Government of the Republic of Slovenia, alongside technical assistance programming documents.
