Legal Framework for Cooperation

Cooperation between the Republic of Moldova and the Kingdom of the Netherlands is carried out based on bilateral relations between the two states and through specific instruments, programs, and agreements tailored to the funded initiatives.

There is no single bilateral framework agreement on development cooperation that fully regulates the Dutch assistance provided to the Republic of Moldova.

The cooperation framework is complemented by the commitments of the Netherlands as a member state of the European Union and by its participation in multilateral support initiatives for the Republic of Moldova.

Strategic Programming Documents

The assistance provided by the Kingdom of the Netherlands is guided by the Dutch Government's foreign and international cooperation policy, as well as by priorities concerning democracy, the rule of law, human rights, security, and resilience.

For the Republic of Moldova, support is aligned with the country's reform agenda and its European integration path.

A highly relevant instrument is the MATRA Program, designed to support social and institutional transformation, strengthen the rule of law, good governance, and democracy in EU neighboring countries and candidate countries.

technical assistance and expertise;
institutional capacity-building and professional training programs;
funding for civil society organizations and initiatives in human rights and democracy;
contributions through international organizations and multilateral mechanisms;
support through the MATRA Program and other instruments of Dutch foreign policy.

Assistance may be granted directly to beneficiaries or through selected implementing partners within relevant programs.

Programming, Approval, and Project Implementation Procedures

The programming and approval of projects are carried out depending on the applicable funding instrument and the priorities established by the Ministry of Foreign Affairs of the Kingdom of the Netherlands.
