Legal Framework for Cooperation
Cooperation between the Republic of Moldova and the Hellenic Republic is carried out based on bilateral relations and legal agreements/instruments applicable to specific areas of cooperation.
No single bilateral framework agreement on development cooperation that fully regulates the assistance provided to the Republic of Moldova by Greece has been identified.
The cooperation framework is complemented by Greece's commitments as a Member State of the European Union and its participation in multilateral and regional mechanisms.
Strategic Programming Documents
The development cooperation of the Hellenic Republic is guided by its national policy on international development cooperation, the 2030 Agenda for Sustainable Development, and Greece's commitments within the European Union and international organizations.
Interventions are programmed according to the priorities of Greece's foreign policy and development cooperation, the needs of partner states, and the available bilateral or multilateral instruments.
In relation to the Republic of Moldova, cooperation is aligned with the consolidation of bilateral relations and supporting the country's European path.

Programming, Approval, and Implementation Procedures
Programming and approval of interventions are carried out in accordance with the Greek national framework on international development cooperation and the rules of the applicable financing instrument.
Bilateral initiatives are agreed upon with partner institutions and implemented on the basis of specific legal and project documents for each intervention.
The Ministry of Foreign Affairs of the Hellenic Republic and structures responsible for development cooperation ensure coordination within the limits of powers established by the Greek national framework.
For projects funded through European or multilateral instruments, the programming, selection, implementation, reporting, and monitoring procedures of the relevant institution or funding mechanism shall apply.

Greece supports the strengthening of the Republic of Moldova's relations with the European Union and the development of bilateral cooperation.
Cooperation in the fields of education and culture has an important traditional component. Greece has supported the study of Greek language and culture in the Republic of Moldova, including through educational materials and academic opportunities.
