The Ministry of Foreign Affairs of the Kingdom of Norway coordinates Norway's foreign policy, international development cooperation, and humanitarian assistance.

The Norwegian Agency for Development Cooperation (Norad) administers and ensures the quality of key components of Norwegian development assistance. In the Republic of Moldova, cooperation is supported and coordinated through the Embassy of the Kingdom of Norway in Chisinau, depending on the sector and funding instrument.

Legal Framework for Cooperation

Cooperation relations between the Republic of Moldova and the Kingdom of Norway are based on bilateral diplomatic relations and sectoral agreements, memorandums, and understandings concluded between the authorities of the two states.

A recent milestone of sectoral cooperation is the Memorandum of Understanding on cooperation in the field of energy, signed in Oslo on May 7, 2024. The document aims, among other things, at energy transition, energy security, renewable energy, electrification, cybersecurity, and the promotion of investments in the energy sector.

Cooperation is also carried out, as appropriate, through grant agreements, implementation arrangements, and contributions to international organizations implementing programs in the Republic of Moldova.

Strategic Programming Documents

No distinct bilateral assistance strategy dedicated exclusively to the Republic of Moldova has been identified. Support is provided within the general priorities of Norway's foreign, development, and humanitarian policy, as well as through regional initiatives driven by the consequences of Russia's war against Ukraine.

A relevant instrument is the Nansen Support Programme for Ukraine, launched for the 2023–2030 period. Within the civil and regional dimension of the support, Norway has also provided assistance to the Republic of Moldova to reduce vulnerabilities generated by the energy crisis and to manage the consequences of the war in Ukraine.

The programming of support is carried out according to the priorities of the Norwegian Government, annual budget allocations, and needs agreed upon with the authorities of the Republic of Moldova and implementing partners.

Type of Funds / Financial Instruments

Norway uses several instruments and modalities of assistance in the Republic of Moldova:

Grants and financial contributions – budget or sectoral support, contributions to funds and programs administered by international organizations, and funding for specific projects.
Assistance through multilateral organizations – including UNDP, UNHCR, and other implementing partners, depending on the program's objective.
In-kind assistance and technical support – equipment, expertise, institutional capacity building, and knowledge transfer.
Bilateral sectoral cooperation – dialogue and projects between ministries, agencies, research institutions, and the private sector from Norway and the Republic of Moldova.
Regional support in the context of the war in Ukraine – including measures for energy security and for Ukrainian refugees in the Republic of Moldova.

Recent examples of support for the Republic of Moldova:

In 2023, Norway allocated NOK 400 million for the purchase of natural gas as a support measure for the energy security of the Republic of Moldova;
In 2025, Norway granted NOK 100 million through UNDP to reduce energy vulnerability;
Energy support also included the supply of a gas turbine for electricity generation with a capacity of 125 MW, involving Equinor and Norad.

Programming, Approval, and Implementation Procedures

The programming and approval of Norwegian assistance are carried out in accordance with the foreign and development policy priorities of the Government of Norway and the allocations approved by the competent Norwegian authorities.

Depending on the instrument, projects can be managed by the Norwegian Ministry of Foreign Affairs, the Embassy of the Kingdom of Norway, Norad, or by international organizations and other implementing partners. Support can be provided through grant agreements, contributions to multilateral programs, or bilateral sectoral cooperation.

The identification of interventions is based on dialogue with the authorities of the Republic of Moldova, needs assessment, and verification of relevance to Norwegian priorities. Implementation and reporting are carried out according to the terms of the financial agreement and the requirements of the implementing partner.

In recent years, Moldovan-Norwegian cooperation has intensified, especially in the field of energy security and resilience. The energy memorandum signed in May 2024 provides a framework for deepening cooperation between authorities, the research community, and the private sector.

For the Republic of Moldova, Norway is a relevant partner in the context of reducing energy dependence, managing the consequences of the war in Ukraine, and strengthening the capacity of institutions to respond to regional risks.

Directions with development potential include renewable energy, green investments, forestry cooperation, economic exchanges, and attracting Norwegian expertise in priority areas for the Republic of Moldova.
