The dialogue between the Republic of Moldova and the French Development Agency (AFD) Group was initiated in 2021, and on February 1, 2022, the AFD office was established in Chișinău. The AFD Group is the focal point for providing official French assistance to developing countries and operates in over 80 countries through its network of approximately 60 local representative offices.

Legal framework for cooperation
On June 15, 2022, the Agreement between the Government of the Republic of Moldova and the Government of the French Republic on the activities of the French Development Agency (AFD), Proparco, and Expertise France in the Republic of Moldova was signed, and ratified by Law No. 199 of 14.07.2022. The aforementioned Agreement entered into force on January 1, 2023.
Strategic documents
The main objective of the Group's (AFD) actions is to contribute to the sustainable development of the Republic of Moldova by implementing projects in the fields of: electricity interconnections and energy efficiency of buildings; irrigation and reforestation; modernization of water supply and sewerage systems, modernization of railway infrastructure; providing support to the business environment; strengthening the rule of law.
Priority sectors
Energy sector, socio-economic development of the Republic of Moldova, through extensive cooperation in a wide spectrum of areas of common interest, including consolidated economic cooperation, poverty reduction, and sustainable development.
Type of funds
Financial and technical assistance projects.
Implementation procedures
Projects are prepared and approved bilaterally, based on Government Negotiation Protocols.
Other information
During the 2022-2026 period, the AFD Group committed a total of EUR 310 million in the Republic of Moldova — including EUR 275 million through AFD (public sector financing) and EUR 38 million through Proparco (private sector financing).
