The Republic of Lithuania consistently supports the European path of the Republic of Moldova and its accession process to the European Union by providing expertise, technical assistance, and political support, leveraging its own experience with European integration.

Legal Framework for Cooperation
The Republic of Moldova and the Republic of Lithuania have concluded 42 bilateral treaties regulating cooperation in areas such as legal assistance, transport, trade, social protection, license recognition and conversion, education, science, innovation, and other sectors of common interest.
Agreement between the Government of the Republic of Moldova and the Government of the Republic of Lithuania on technical and financial cooperation, approved by Law No. 169/2024.
Cooperation within the NB8 (Nordic–Baltic Eight) framework represents a regional mechanism for cooperation and political dialogue established in 1992. It brings together the eight Nordic and Baltic states and serves as one of the pillars of regional cooperation in the fields of security, stability, and European integration.
A joint technical assistance project signed on 15.10.2025, titled "Improving Crisis Management and Cyber Security Resilience of the Ministry of Foreign Affairs of the Republic of Moldova", worth USD 3.1 million, is aimed at strengthening the institutional resilience of the Ministry of Foreign Affairs of the Republic of Moldova. The contribution of the Republic of Lithuania to the implementation of the project is EUR 200,000.
The project is implemented by the United Nations Development Programme (UNDP) and aims to strengthen capacities in cybersecurity and modernize the crisis management infrastructure. Implementation period: 2025 – 2028.

The Republic of Lithuania has reaffirmed its strong support for the European path of the Republic of Moldova and expressed its readiness to continue providing the political support, expertise, and technical assistance necessary for implementing reforms and strengthening institutional resilience within the Development Cooperation Strategy for the 2026–2029 period.

Projects are prepared and approved bilaterally on the basis of Protocols of Government Negotiations as well as through the exchange of Verbal Notes.
Additional Information
- Economic cooperation between the Republic of Moldova and the Republic of Lithuania is continuously developing, favored by the bilateral legal framework and the application of the provisions of the Deep and Comprehensive Free Trade Area (DCFTA).
- In 2025, trade exchanges between the Republic of Moldova and the Republic of Lithuania reached nearly USD 50 million, recording an increase of approximately 18% compared to 2024. Moldovan exports to the Lithuanian market amounted to approximately USD 21 million, with significant potential for further expansion remaining.
- On April 1, 2026, the direct Vilnius–Chisinau flight was launched, contributing to the intensification of economic exchanges, the development of tourism, and the strengthening of people-to-people contacts between the two states.
- Currently, 58 enterprises with Lithuanian capital operate in the Republic of Moldova, with investments in share capital totaling about MDL 24.32 million.
- According to data from the Official Development Assistance (ODA) Report, in 2025, the Republic of Lithuania disbursed official development assistance worth EUR 640,108.44, intended for implementing cooperation projects and supporting the reform and European integration process of the Republic of Moldova.
- Over the past 20 years, the Republic of Lithuania has funded more than 155 projects intended for the Republic of Moldova. In the 2022–2023 period alone, the value of the assistance provided rose to approximately EUR 4.4 million.
