The Republic of Moldova established diplomatic relations with the Republic of Bulgaria on February 5, 1992. Bulgaria was among the first countries to open a diplomatic mission in Chişinău on December 19, 1992, and on February 10, 1994, the Embassy of the Republic of Moldova was opened in Sofia.

Legal Framework for Cooperation
Strategic Programming Documents
Currently, bilateral cooperation is not governed by a separate multiannual assistance program for the Republic of Moldova. Bulgaria’s support is provided primarily through:
- The Bulgarian Official Development Assistance (ODA) program;
- Initiatives and projects funded by the Ministry of Foreign Affairs of the Republic of Bulgaria;
- Projects implemented under European Union instruments;
- Bilateral cooperation between public authorities and relevant institutions.
Priority Sectors / Areas of Cooperation
The main areas of cooperation include:
- European integration and legislative harmonization;
- Institutional capacity building;
- Public administration development;
- Education and vocational training;
- Culture and the protection of cultural heritage;
- Support for the Bulgarian community in the Republic of Moldova.
Types of Funds / Financial Instruments and Forms of Assistance
The assistance provided by the Republic of Bulgaria takes the following forms:
- Grants for development projects;
- Technical assistance and institutional expertise.
Procedures for Project Planning, Approval, and Implementation
The projects are jointly identified by the competent authorities of the two countries and are funded in accordance with the procedures established by the Ministry of Foreign Affairs of the Republic of Bulgaria and the funding institutions.
Additional Information
Bilateral cooperation is also facilitated by the presence of a large Bulgarian community in the Republic of Moldova, particularly in the Taraclia district, which helps strengthen cultural, educational, and people-to-people ties between the two countries.
