Legal framework for cooperation

The Council of Europe Development Bank (CEB) is a multilateral development bank with a social vocation. The CEB was created in 1956, pursuant to a partial agreement of the Council of Europe - Resolution (56)09 - 16.04.1956, its name being subsequently modified by the Decision of the Governing Board on June 28, 1999, and the CEB Statute entered into force on November 1, 1999.

RM has been a CEB member since 04.05.1998.

Strategic programming documents

  • CEB Strategic Framework 2023–2027: The central document of the bank that guides all financing during this period. It emphasizes social resilience, migrant integration, and climate change adaptation.

  • Council of Europe Action Plan for the Republic of Moldova 2025–2028: The umbrella political and technical assistance document. It guides the actions of the Council's institutions (including the CEB) to support the EU accession path.
