Legal framework for cooperation

Cooperation between the Republic of Moldova and the European Investment Bank is carried out based on the Framework Agreement between the Government of the Republic of Moldova and the European Investment Bank regarding the regulation of EIB activities in the territory of the Republic of Moldova, signed on October 10, 2007, and ratified by Law No. 174-XVI of July 10, 2008.

The EIB's activity in the Republic of Moldova is also carried out within the framework of the European Neighbourhood Policy (ENP), the Eastern Partnership (EaP), and other bilateral agreements between the European Union and the Republic of Moldova.

Programming, approval, and implementation procedures for projects

Projects are identified together with beneficiaries and competent authorities. The EIB conducts technical, economic, financial, environmental, and social appraisals of the projects. Financing is approved by the Bank's governing bodies. Project implementation is carried out by beneficiaries in accordance with financing agreements and operational policies and procedures, including rules on procurement, environmental protection, and social standards. The EIB monitors implementation and fund utilization throughout the entire project cycle.

  • • The Republic of Moldova has been eligible for EIB financing since 2007;

  • • The EIB has financed 34 projects in the Republic of Moldova since the start of its activities in the country;

  • • The cumulative volume of financing approved by the EIB for the Republic of Moldova is approximately 1.75 billion euros;

  • • The EIB collaborates with approximately 10 local partners;

  • • The EIB is one of the main international financial institutions supporting public and private investments in the Republic of Moldova.
