    Legal framework for cooperation

    Four international treaties have been concluded between the Republic of Moldova and Sweden, which regulate: the establishment of diplomatic relations, law enforcement cooperation, development cooperation, and the employment of family members of diplomatic and consular mission staff, including the Agreement between the Republic of Moldova and Sweden on General Terms and Conditions for Development Cooperation, signed on July 2, 2018, ratified by Law No. 222/2018, and entered into force on April 2, 2019.

    Cooperation is actively supported through Sweden's government strategies for Eastern Europe.

    Strategic programming documents

    • Strategy for Sweden's reform cooperation with Eastern Europe, the Western Balkans and Turkey: The core strategic document aimed mainly at supporting partner countries in establishing closer ties with the European Union and adopting European values.

    • Sida consultation process: The development of assistance strategies is carried out through close consultations with the Government of the Republic of Moldova, civil society, the private sector, and other active donors.

    Priority sectors / Areas of cooperation

    • 1. Human rights, democracy, the rule of law and gender equality, aiming at:

      • better democratic governance and respect for human rights and the rule of law;
      • better conditions for accountability, increased transparency, and reduced corruption;
      • improved prospects for a gender-equal society.

    • 2. Peaceful and inclusive societies, aiming at:

      • better conditions for inclusive reconciliation processes and conflict and violence prevention efforts.

    • 3. Sustainable development and sustainable use of natural resources resilient to environment and climate, aiming at:

      • better conditions for reducing environmental impact, sustainable management and use of natural resources, and the protection, conservation, and restoration of biodiversity and its ecosystems;
      • reduced climate impact, including increased access to renewable energy and greater energy efficiency;
      • better adaptability and strengthened resilience to climate change and environmental and natural disasters.

    • 4. Inclusive economic development, aiming at:

      • improved opportunities for productive employment and decent work;
      • improved livelihood opportunities for groups that are excluded or discriminated against;
      • strengthened conditions for free, fair, and sustainable trade.

    Type of funds / financial instruments and assistance modalities

    • Annual non-reimbursable funding (indicatively 115 million SEK)

    • Technical assistance projects

    • Funding through international and multilateral implementing organizations

    Programming procedures and selection criteria

    Projects are developed and approved bilaterally, based on Governmental Negotiation Protocols.

    Key eligibility criteria for proposals:

    1. Swedish bilateral reform cooperation is complemented by regional and cooperation programs granted through other channels/institutions. The budget for the Republic of Moldova has been set at 230 million SEK (approx. 22 million EUR). The Republic of Moldova could also benefit from additional funding from the regional Eastern Partnership program (its value: 191 million SEK or 18 million EUR), as well as indirect funding from budgets allocated to global thematic strategies [e.g., green transition, economic growth, and education (recently adjusted) or democracy and the rule of law].
