Legal framework for cooperation

Agreement between the Government of the Republic of Moldova and the Government of the Kingdom of Sweden regarding the General Framework and Conditions for Cooperation in Development over 2011-2014. The Agreement was signed on May 17 2011 and came into force on that date.

Strategic documents for programming

The current assistance strategy sets out the direction of Sweden’s development cooperation with Moldova for the period 2011-2014. 
Sida consults with the Moldovan Government, civil society, the private sector and other donors while developing its strategy.

Priority sectors/Areas of cooperation

Sector 1: Democracy, human rights and gender equality
Sector 2: Sustainable infrastructure (Energy) 
Sector 3: Market development

Types of funds/financial instruments and assistance modalities

Annual funding SEK 115 million.
Technical assistance projects prepared in consultation with institutions of the Republic of Moldova.

Procedures for programming, approval and implementation of projects

The overall objective of Swedish development cooperation with Moldova in the longer term is for Moldova to be well integrated with the EU, including the values of the Union.
In keeping with the area of cooperation stated in the country strategy paper, Sida, the Embassy and other relevant partners identify projects to be implemented in Moldova. As Sida is not an implementing agency all funds are channeled and agreed with either multilateral organisations or other types of implementing organisations.

2. Effectiveness and efficiency (co-financing is considered) 
3. Justification 
4. Sustainability (emphasis on sustainable capacity building)
5. Ownership 
6. Assessment of environmental impact, gender equality and anti-corruption measures
