SO1. To establish a transnational technical support system able to support
innovative entrepreneurship and to improve the market opportunities of SMEs
of the agricultural productive chains, focusing on the local typical
productions with the highest added value potentials which are, at the same
time, backed by local cultures and traditions;
SO2. To promote the setting up, the development (mainly by the transfer
from other economic sectors, i.e. advanced industrial sector and third
sector) and the spreading of approaches, services and tools to improve the
competitiveness of the agricultural SMEs, not only in terms of improvement
of productive processes at the level of the single SME but also, and above
all, in terms of clustering enterprises in order to increase the efficiency
of the applied production means;
SO3. To support the exploration and penetration of new international
markets for the local agricultural SMEs;
SO4. To provide methodologies, addresses, factual evidences for the
definition and improvement of agricultural and innovation policies and
incentives, allowing to determine a durable and measurable increase of the
agricultural sector competitiveness and promoting at the same time a more
effective use of national incentives for agriculture which would benefit of
a transnational knowledge;

Proiectul propus are la bază priorităţile Guvernului, aşa cum au fost formulate în cadrul variantei de proiect pentru „Moldova 2020” şi Cadrul de Parteneriat al Naţiunilor Unite, 2013-2017. Acest proiect încorporează recomandările evaluării de program şi se bazează pe Obiectivele de Dezvoltare ale Mileniului, Programul de Acţiune al Conferinţei Internaţionale pentru Populaţie şi Dezvoltare şi planul strategic UNFPA, 2008-2013. Proiectul propus se concentrează asupra sănătăţii şi drepturilor reproductive, cu accent asupra grupurilor defavorizate. De asemenea, acoperă politicile şi dinamica populaţiei şi abordează violenţa bazată pe gen. Aspectele transversale includ drepturile omului şi egalitatea de gen, preocupările tinerilor, parteneriatele incluzive, proprietatea naţională şi asistenţa umanitară. Acoperirea geografică la nivel naţional a proiectului propus permite acestuia să ia în vizor disparităţile regionale şi să îşi lărgească raza de acţiune către populaţiile vulnerabile, inclusiv cele din zonele rurale şi din regiunea post-conflict transnistreană. Proiectul face apel la necesităţile în materie de sănătate reproductivă ale tinerilor şi adolescenţilor, celor în vârstă, populaţiei de romi şi persoanelor cu dizabilităţi. În plus, încurajează colaborarea cu funcţionarii publici, mediul academic şi societatea civilă, în vederea dezvoltării capacităţilor lor individuale şi instituţionale. Proiectul propus urmăreşte să sprijine eforturile Guvernului de a construi mecanisme normative şi instituţionale pentru promovarea bunei guvernări şi a echităţii. This project proposal aims at ensuring such a complex and important exercise is done according to international standards in three critical areas of intervention: communication, to ensure maximum participation of citizens; enumeration, to make sure that enumerators have the necessary skills and knowledge; and validation, through the conduct of a Post-Enumeration Survey.
The project has been developed through an extensive process of consultation with the National Bureau of Statistics and complements the existing national census workplan. As the lead UN agency on support for census, UNFPA has over the last year facilitated technical assistance and advice to develop the workplan and to provide international expertise and feedback on progress through the International Technical Advisory Board (ITAB). The project is consistent with recommendations from the ITAB, as well it is coherent with other support mobilized by UNFPA from other donors.
UNFPA will implement the project interventions through a mix of strategies - thereby ensuring likelihood of success, reduction of risks and longer term sustainability — and will employ corporate programme monitoring and financial accountability processes and tools. Existing and project-based staff will be used to manage and implement the interventions which will take place over a 9 month period. The total budget requested is USD 869'540,40.
