prosecution service and the police. Particular focus will be put on CoE
expertises and recommendations already made and how they were
implemented.II) Ensuring accountability for human rights violations: (i)
assistance with structural reforms of the police and the General
Prosecutor’s Office; (ii) capacity-building: training of police and
prosecutors inter alia on positive obligations under Article 3 of the ECHR
and CPT standards, (iii) reinforcement of the police capacity to
effectively apply riot control measures in line with European
standards.III) Safeguarding pre-trial guarantees: (i) advising on the
transfer of temporary detention isolators from the Ministry of Interior

Development of functional structures.2. Training of MD teachers, in joint
MD-EU working groups, elaboration of EL. Identification, development of
basic and specialized EL for certain domains. Elaboration of new collective
teaching materials.3. Testing and dissemination of EL by trainers in two
periods with interim conclusions which will allow amending imperfections
before the second testing 4. Conclusions. Verification of the compliance of
training methods with the requirements of employed students.
Costs/expenses.5. Evaluation. Proposals on disciplines / university stucy
cycles, introduction of on-line learning in teaching. Dissemination.
