The project will support the Republic of Moldova to prepare and submit its intended nationally determined contribution (iNDC) to the 2015 United Nations Framework Convention on Climate Change (UNFCCC) Agreement and have institutional arrangements in place that support the INDC process.
Information communicated by the Republic of Moldova to the UNFCCC will form an input to the negotiations leading towards the 2015 Paris climate agreement. At the national level, timely implementation of the project will facilitate the integration of climate friendly goals, policies and/or projects into planning processes. The project will support the Republic of Moldova to outline its intended contributions to the 2015 agreement, consistent with the negotiation elements under the UNFCCC i.e. mitigation, adaptation, finance, technology development and transfer, capacity-building, as well as transparency of actions and support. This reveals that the iNDC project will not be a stand-alone project, but will informed by existing climate change reporting initiatives such as national communications (NCs), biennial update reports (BURs), Technology Needs Assessment (TNA), Nationally Appropriate Mitigation Actions (NAMAs), and National Adaptation Plans (NAPs).
Through this project, the Republic of Moldova will outline a “package” of proposed initiatives to enhance its national capacities and capabilities to reduce GHG emissions and better adapt to adverse impacts of climate change through provision of financial and technical support for iNDCs implementation. The project will also support the Government to put up institutional arrangement and built capacities of national experts and stakeholders in iNDC processes.

The specific objectives of the project are the following:
SO1. To establish a transnational technical support system able to support
innovative entrepreneurship and to improve the market opportunities of SMEs
of the agricultural productive chains, focusing on the local typical
productions with the highest added value potentials which are, at the same
time, backed by local cultures and traditions;
SO2. To promote the setting up, the development (mainly by the transfer
from other economic sectors, i.e. advanced industrial sector and third
sector) and the spreading of approaches, services and tools to improve the
competitiveness of the agricultural SMEs, not only in terms of improvement
of productive processes at the level of the single SME but also, and above
all, in terms of clustering enterprises in order to increase the efficiency
of the applied production means;
SO3. To support the exploration and penetration of new international
markets for the local agricultural SMEs;
SO4. To provide methodologies, addresses, factual evidences for the
definition and improvement of agricultural and innovation policies and
incentives, allowing to determine a durable and measurable increase of the
agricultural sector competitiveness and promoting at the same time a more
effective use of national incentives for agriculture which would benefit of
a transnational knowledge;
SO5. To increase the competences of the entrepreneurs as well as of the
technology and innovation actors and of the local, regional and national
governments, by raising their capacity as well as by promoting the

ABA ROLI will approach the above goal through four objectives. First, ABA ROLI will work to
support reform and capacity building within the Prosecutor General Office and the Superior
Council of Prosecutors. ABA ROLI will do this through assisting in design, improvement, and
implementation of new policies and regulations, strengthening the capacity of the Association of
Prosecutors (AP), and trainings to improve the substantive capacity of members of the PS.
ABA ROLI will also support criminal and criminal procedure law reform and help provide unified case-law and guidelines. Specifically, ABA ROLI will take part in working groups convened by the Ministry of Justice to review and amend the CC and CPC, delivering advisory opinions and commentaries to the MOJ, assist in reviewing any potential anti-corruption legislation, and review current penal policy. Additionally, ABA ROLI will continue to work with the SCJ and the PGO to unify sentencing guidelines and judicial practice.
ABA ROLI will strengthen equality of arms through training sessions for lawyers to improve
professional standards and improve their capacity to appropriately protect the rights of
defendants. We will offer skills trainings to defense attorneys and legal interns; anti-corruption strategy trainings for judges, prosecutors, defense attorneys; and continued support to young legal professionals with training, professional development, and public lecture opportunities. Finally, ABA ROLI will support cross-sectoral capacity building to ensure sustainable justice sector reform, focusing on improving justice-sector transparency with the public and the media, cross-sector trainings to combat corruption, and cross-sector young professionals’ development.

The project derives from the consultations with the de facto authorities in the Transnistria region and the development objectives and local needs related to enhancing the disability infrastructure. The interventions under the project will bridge the gap in terms of ensuring capacities and resources to addresses challenges in implementing the strategic vision on implementing the human rights of persons with disabilities as envisaged under the Strategic Action Plan developed by the de facto Transnistrian authorities in response to the Hammarberg’s recommendations. The activities under the project align with the priority needs for support identified by the Senior Expert, Thomas Hammarberg and take note of newly opened opportunities around promoting implementation of the rights of adult men and women and children with disabilities.

The overall goal of TB-REP is to improve TB and DR-TB outcomes in the targeted EECA countries through a health systems strengthening approach that leads to the wide adoption of patient centred approaches for the provision of TB and DR-TB prevention, treatment, and care services. The underlying concept is that a regional initiative is urgently needed to further boost political commitment to fundamental transformation of health system delivery and financing at national level, capitalizing on the best practices and a visible need and demand for reforms. TB-REP is proposed as a time limited initiative covering innovative and sustainable activities with tangible outputs. It will push forward the agenda for a more drastic health system reform for M/XDR-TB control and financial sustainability of the externally funded activities through domestic funding. This will centre on aligning financial reforms with transformation of service delivery supported at national level by quality technical support and high level advocacy addressing inter-sector and governance aspects of TB control and facilitate the links of all of these.

Social and the targeted Heating Allowance benefits, as these programs scale
up and as other categorical programs are consolidated and downsized. In
this component, disbursements would be triggered by achievement of specific
results (as discussed in more detail below). The second component would
finance investments in the basic architecture of the social safety net,
with a focus on strengthening the Ajutor Social Program, following standard
World Bank procedures for investment lending. The two components are
inherently linked through definition of the results framework.
Specifically, technical and systems improvements supported by Component 2
contribute to the achievement of results that would trigger disbursements
under Component 1.
