the sources and sinks of greenhouse gases, potential impacts of climate
change, and provide effective measures to achieve the ultimate objective of
the UNFCCC, which is “to stabilize greenhouse gas concentrations in the
atmosphere at a level that would prevent dangerous anthropogenic
interference with the climate system”2. The project will help to identify
project proposals related to climate change, eligible for further funding
by donors community or co-funding by GEF, other multilateral or bilateral
organizations and eligible for funding, inclusive under Clean Development
Mechanism (CDM) of the Kyoto Protocol as well as under any other global
economical mechanisms focused on climate change mitigation, in accordance
with the Convention’s principles and provisions in the post-Kyoto period.3.
In addition, the project will contribute to enhance general awareness and
knowledge on climate change related issues and to strengthen the dialogue,
information exchange and cooperation among all the relevant stakeholders
including governmental, non-governmental, academic and private sectors in

approach:(1) Improving implementation of PPIP through effective monitoring
and follow-up, assisting the State Chancellery in reviewing and updating
the actions and targets in the implementation plan, setting up a monitoring
system for the updated set of actions and indicators, and reporting on the
progress on achieving the targets until the process is fully taken over by
the National Coordination Unit (NCU);(2) Improving aid effectiveness at
sector and program level through promotion of programmatic approaches. The
NCU will also be supported in communicating and promoting the concept of
program, including sector approaches and in developing guidelines for
sector approaches, as well as providing training related to sector
approaches. The support will be provided to the NCU in developing
guidelines for mapping of aid at sector level and for developing sector aid
management improvement plans. Similarly, the NCU will be supported in
assisting sectors in developing sector communication strategies where
policies, strategies, achievements as well as challenges are communicated
both to the general population and to a narrow group of professionals. This
support will also include support to the NCU with the selection of Lead
donors and support to the sector councils in general.(3) Improving
accountability through better aid information and communication towards
relevant stakeholders and general public. The updating of the existing aid
information system to the best international standards will be supported,
based on a thorough need assessment. The updated system is expected to
provide for online data entry, enhanced capacity for storing information
and undertaking analytical searches. It will include capacities for
handling disbursement data on a quarterly basis, capacities for monitoring
functions and for handling of information about the national investment
programs.

The overall objective of the action is to promote human rights, advancing the role of civil society and promoting sustainable economic development in the Republic of Moldova. The project shall work to build the capacity of the civil society and public bodies, strengthening women's rights and addressing brain drain through transfer of knowledge and skills for socio-economic development of the country and its advancement in the region. The action shall support the Government to encourage the temporary/permanent return of Moldovan graduates from foreign universities by integrating them into the labour market. The action will ensure wide outreach to the target group through production and distribution of promoting materials, as well as creation of a data base of applicants. The support packages will facilitate the social and economic (re)integration of young graduates. The wrap-up evaluation report will bring recommendations put forward to policy makers for follow up public policy development and programming.

ROMANIAN: Obiectivul general este de a promova protecția refugiaților și solicitanț ilor de azil în Europa de Est și Caucazul de Sud, în conformitate cu standardele internaționale și europene. Obiectivul specific este acela de a îmbunătăți, printr-o abordare regională, calitatea determinarii statutului de refugiat. Aceste obiective sprijină direct obiectivele diferitelor procese legate de migrație si azil cu relevanță pentru Uniunea Europeană și țările vizate: În primul rând, procesul de la Praga, lansat la o conferință ministerială în 2009, promovează parteneriatele privind migrația între statele participante ale Uniunii Europene, precum și în țările țintă și alte state. Statele participante au semnat o declarație comună privind "parteneriatelor în domeniul migrației." În luna noiembrie 2011, un plan de acțiuni „Procesul de la Praga" a fost adoptat în scopul de a traduce această declarație în acțiuni concrete. Obiectivele acestui proiect corespund acț iunilor specifice 1-3 din Capitolul VI - "Consolidarea capacităților în materie de azil și de protecție internațională" ale Planului de acțiuni „Procesul de la Praga 2012-2016”, printre care: 1. În colaborare cu UNHCR, pentru a asista părțile în dezvoltarea și consolidarea sistemelor lor de azil, inclusiv a legislației naționale în materie de azil, pentru a asigura conformitatea cu standardele internaț ionale. 2. Pentru a sprijini autoritățile de azil ale părților în: a) consolidarea capacităților de receptie pentru persoanele care au nevoie de protecție internațională, b) consolidarea capacităților lor în colectarea și analiza informațiilor privind țările de origine a solicitanților de azil, în contextul consolidarii globale a sistemelor de azil 3. Pentru a promova dezvoltarea programelor de instruire pentru institutiile de forta și a sistemului judiciar pe standardele internaț ionale de protecție și pe principiul nereturnării. În al doilea rând, Programul de la Stockholm, adoptat în cadrul Consiliului Europei din 4 decembrie 2009, subliniază importanța angajamentului UE cu ț ările terțe în domeniul azilului și migrației, inclusiv prin consolidarea capacităților și alte forme de sprijin. În al treilea rând, Officiul, European de Sprijin pentru Azil (EASO), care a devenit pe deplin funcțional în iunie 2011, are sarcina de a consolida Uniunea Europeană (UE), cooperarea intre țări în materie de azil, pentru a sprijini țările UE ale căror sisteme de azil sunt suprasolicitate și pentru a spori punerea în aplicare a sistemului european comun de azil (SECA). Dimensiunea externă este o parte importantă a activității EASO. Abordarea globală a migrației oferă cadrul pentru o dimensiunea externă a unei politici comune în materie de azil și de cooperare cu tarile de origine, de tranzit și întoarcere bazata pe o cooperare cu UNHCR și Comisia Europeană. Activitatea EASO privind dimensiunea externă va viza cel puțin următoarele domenii: - Promovarea și sprijinirea consolidării capacităților sistemelor de receptie si azil in țările terțe ". - Protecția în regiune, implementarea programelor de protecție regionale (RPP), împreună cu Comisia Europeană, UNHCR și alți parteneri din domeniu. Pentru 2012, activitățile EASO în cadrul dimensiunii externe sunt limitate la elaborarea unui plan de lucru, cu toate acestea, pentru perioada de implementare a acestui proiect (2013-2014), EASO sa angajat să fie un asociat în cadrul proiectului. Acest lucru va asigura aplicarea de standarde și metodologii relevante pentru activități incluse în acțiune. În al patrulea rând, Platforma Parteneriatului Estic pentru Democrație, bună guvernare și stabilitate, prin intermediul Grupului pentru Migrație ș i Azil, își propune să consolideze sistemele de azil și migrație în conformitate cu cele mai bune practici. În conformitate cu obiectivele stabilite de Parteneriatul Estic, în foaia sa de parcurs recent lansata, până în toamna anului 2013, in legislația de azil, sunt introduse structurile și procedurile administrative nou create, asigurând o protecț ie eficientă. Aceste îmbunătățiri ar trebui să fie realizate printr-un dialog pe aceste probleme între partenerii estici și UE, precum și între partenerii estici ca atare. În al cincilea rând, dialogul la nivel înalt UE-Rusia în materie de azil ș i migrație la sesiunea de la Moscova din decembrie 2011 a prezentat cooperarea intre UNHCR și EASO, și, printre altele, a subliniat importanta Curriculei Europene de Azil (EAC) ca un potențial mijloc de realizare a schimbului de experiență The overall objective is to promote the protection of refugees and asylum seekers in Eastern Europe and the South Caucasus, in line with international and European standards.
ENGLISH: The specific objective is to improve, through a regional approach, the quality of refugee status. These objectives directly support the goals of various asylum and migration-related processes of relevance to the European Union and the target countries: First, the Prague Process, launched at a Ministerial Conference in 2009, promotes migration partnerships among the participating states of the European Union, as well as the target countries and other states. Participating states endorsed a joint declaration on “Building Migration Partnerships.” In November 2011, a “Prague Process Action Plan” was adopted in order to translate this declaration into concrete action. The objectives of this Project correspond to the specific actions 1-3 of Chapter VI – “Strengthening capacities in the area of asylum and international protection” of the Prague Process Action Plan 2012–2016, including: 1. In collaboration with UNHCR, to assist the Parties in developing and strengthening their asylum systems, including national asylum legislation, to ensure compliance with international standards. 2. To support asylum authorities of the Parties in: 1. strengthening reception capacities for people in need of international protection, 2. strengthening their capacities in gathering and analysing information on asylum seekers’ countries of origin in the context of the overall strengthening of asylum systems 3. To promote the development of training programmes for law enforcement bodies and the judiciary on international protection standards and on the principle of non-refoulement [emphasis added]. Second, the Stockholm Programme, adopted at the European Council of 4 December 2009, underlines the importance of the EU’s engagement with third countries in the area of asylum and migration, including through capacity-building and other forms of support. Third, European Asylum Support Office (EASO), which became fully functional in June 2011, is tasked to strengthen European Union (EU) countries’ practical cooperation on asylum, to support EU countries whose asylum and reception systems are under particular pressure and to enhance the implementation of the Common European Asylum System (CEAS). The external dimension is an important part of the work of EASO. The Global Approach to Migration provides the framework for the external dimension of a common asylum policy and for cooperation with regions of origin, transit and return in cooperation with UNHCR and the European Commission. EASO's work concerning the External Dimension will concern at least the following areas: - Promoting and assisting capacity building in third countries' own asylum and reception systems. - Protection in the region; implementing Regional Protection Programs (RPP’s), together with the European Commission, UNHCR and other partners in the field [emphasis added]. For 2012, EASO’s activities under the external dimension are limited to the development of a work plan; however, for the period of implementation of this project (2013-2014), EASO has committed to being an associate in the project. This will ensure application of their standards and methodology for relevant activities included in the Action. Fourth, the Eastern Partnership’s Platform on Democracy, Good Governance and Stability, through the Panel on Migration and Asylum, aims to strengthen asylum and migration systems in line with best practice. According to the goals set forth by the Eastern Partnership in its recently released roadmap, by autumn 2013, in asylum matters, legislation would have been introduced and administrative structures and procedures set up, ensuring effective protection. Such improvements should be achieved through a dialogue on such issues between the Eastern partners and the EU, as well as between Eastern partners themselves. Fifth, the EU-Russia High Level Dialogue on Asylum and Migration at its session in Moscow December 2011 has featured UNHCR and EASO cooperation, and inter alia pointed to the EAC as a potential means of pursuing the sharing of expertise

Proiectul propus are la bază priorităţile Guvernului, aşa cum au fost formulate în cadrul variantei de proiect pentru „Moldova 2020” şi Cadrul de Parteneriat al Naţiunilor Unite, 2013-2017. Acest proiect încorporează recomandările evaluării de program şi se bazează pe Obiectivele de Dezvoltare ale Mileniului, Programul de Acţiune al Conferinţei Internaţionale pentru Populaţie şi Dezvoltare şi planul strategic UNFPA, 2008-2013. Proiectul propus se concentrează asupra sănătăţii şi drepturilor reproductive, cu accent asupra grupurilor defavorizate. De asemenea, acoperă politicile şi dinamica populaţiei şi abordează violenţa bazată pe gen. Aspectele transversale includ drepturile omului şi egalitatea de gen, preocupările tinerilor, parteneriatele incluzive, proprietatea naţională şi asistenţa umanitară. Acoperirea geografică la nivel naţional a proiectului propus permite acestuia să ia în vizor disparităţile regionale şi să îşi lărgească raza de acţiune către populaţiile vulnerabile, inclusiv cele din zonele rurale şi din regiunea post-conflict transnistreană. Proiectul face apel la necesităţile în materie de sănătate reproductivă ale tinerilor şi adolescenţilor, celor în vârstă, populaţiei de romi şi persoanelor cu dizabilităţi. În plus, încurajează colaborarea cu funcţionarii publici, mediul academic şi societatea civilă, în vederea dezvoltării capacităţilor lor individuale şi instituţionale. Proiectul propus urmăreşte să sprijine eforturile Guvernului de a construi mecanisme normative şi instituţionale pentru promovarea bunei guvernări şi a echităţii. În acest scop, Proiectul va dezvolta capacitatea naţională de asigurare a accesului egal la servicii de bază sociale, de sănătate şi de sănătate reproductivă.

The proposed project is based on government priorities as articulated in the draft of ‘Moldova 2020’ and the One United Nations Partnership Framework, 2013-2017. It incorporates recommendations of the programme evaluation and draws on the Millennium Development Goals, the Programme of Action of the International Conference on Population and Development, and the UNFPA strategic plan, 2008-2013.The proposed project focuses on reproductive health and rights, with an emphasis on underserved groups. It covers population policies and dynamics and addresses gender-based violence. Cross-cutting issues include human rights and gender equality, the concerns of young people, inclusive partnerships, national ownership and humanitarian assistance.The nationwide geographical coverage of the proposed project allows it to target regional disparities and reach vulnerable populations, including those in rural areas and in the post-conflict region of Transnistria. The project addresses the reproductive health needs of young people and adolescents, the aged, the Roma population and people with disabilities. It encourages collaboration with public officials, academia and civil society, with a view towards developing their individual and institutional capacity. The proposed project seeks to support government efforts to build regulatory and institutional mechanisms to promote good governance and equity. To that end, it will develop national capacity to ensure equal access to basic social, health and reproductive health services.

The Project would contribute to the achievement of the two STRATEGIC OBJECTIVES of the IFAD 2007 Results-Based Country Strategic Opportunities Programme (RB-COSOP), which are: (i) establishing pro-poor market linkages for the rural poor through support for competitive commodity value chains, including market research and development, business development services and producer associations; and achieving international quality standards in production, processing and packaging; and (ii) (ii) promoting access to a full range of appropriate and mainstreamed financial services, with a particular emphasis on products that support the development of sustainably improved incomes for the most vulnerable and poorest groups in rural areas. Accordingly, the objective of the RFSADP would be to sustainably improve the assets and incomes of about 37,000 poor rural Moldovan beneficiaries.

The project consist of two inter-related
components. The f...
The project consist of two inter-related
components. The first component would co-finance a share of the Ajutor
Social and the targeted Heating Allowance benefits, as these programs scale
up and as other categorical programs are consolidated and downsized. In
this component, disbursements would be triggered by achievement of specific
results (as discussed in more detail below). The second component would
finance investments in the basic architecture of the social safety net,
with a focus on strengthening the Ajutor Social Program, following standard
World Bank procedures for investment lending. The two components are
inherently linked through definition of the results framework.
Specifically, technical and systems improvements supported by Component 2
contribute to the achievement of results that would trigger disbursements
under Component 1.
