finance investments in the basic architecture of the social safety net,

Proiectul propus are drept obiectiv principal diminuarea efectelor negative ale secetei din anul 2012, prin acordarea suportului fermierilor pentru restabilirea producţiei de porumb şi grîu, precum şi prevenirea reducerii efectivului de animale în cele mai afectate regiuni. Proiectul propus are drept obiectiv principal diminuarea efectelor negative
ale secetei din anul 2012, prin acordarea suportului fermierilor pentru
restabilirea producţiei de porumb şi grîu, precum şi prevenirea reducerii
efectivului de animale în cele mai afectate regiuni.
Astfel, vor fi susţinute eforturile Guvernului în abordarea situaţiei de
urgenţă, prin reducerea riscurilor extinderii şi facilitarea procesului de
recuperare urmare a secetei. Pentru a atinge aceste obiective,
activităţile proiectului se vor orienta la oferirea asistenţei tehnice şi
financiare fermierilor din cele mai afectate regiuni ale ţării,
investiţiile fiind astfel direcţionate înspre însămînţarea porumbului şi a
grîului. Porumbul constituie un element important în hrana animalelor, iar
lipsa acestuia ar putea conduce la diminuarea efectivului de animale.

support reform and capacity building within the Prosecutor General Office and the Superior
Council of Prosecutors. ABA ROLI will do this through assisting in design, improvement, and
implementation of new policies and regulations, strengthening the capacity of the Association of
Prosecutors (AP), and trainings to improve the substantive capacity of members of the PS.
ABA ROLI will also support criminal and criminal procedure law reform and help provide unified case-law and guidelines. Specifically, ABA ROLI will take part in working groups convened by the Ministry of Justice to review and amend the CC and CPC, delivering advisory opinions and commentaries to the MOJ, assist in reviewing any potential anti-corruption legislation, and review current penal policy. Additionally, ABA ROLI will continue to work with the SCJ and the PGO to unify sentencing guidelines and judicial practice.
ABA ROLI will strengthen equality of arms through training sessions for lawyers to improve
professional standards and improve their capacity to appropriately protect the rights of
defendants. We will offer skills trainings to defense attorneys and legal interns; anti-corruption strategy trainings for judges, prosecutors, defense attorneys; and continued support to young legal professionals with training, professional development, and public lecture opportunities. Finally, ABA ROLI will support cross-sectoral capacity building to ensure sustainable justice sector reform, focusing on improving justice-sector transparency with the public and the media, cross-sector trainings to combat corruption, and cross-sector young professionals’ development.

Project’s goal is to reduce the quantity of WEEE generated that will further lead to the improvement of citizens’ living conditions from Ungheni city and its neighbourhood localities, as well as of the region by activities that will be carried out by the applicant, target-groups and beneficiaries.
The population will feel the real benefits of the process immediately in terms of localities sanitation and solving the problem of WEEE storing. After a while, the advantages will be assessed compared to the reducing level of environment pollution. The collection and storing of waste in adequate conditions will decrease the risks of diseases and pollution arising due to the decomposition of toxic substances into soil and surface waters.
For the Local Public Authorities, the project will improve the process of communication with citizens, bring advantages to all parties involved. In this sense, the information campaign will be not just an operational one as regards the collection of WEEE, but will also contribute to the strengthening of the so-called division according to the intervention. After a period of time, this process will work on cyclic principles, in which the good functioning of the service will stimulate citizens to contribute to its economic development.
The project will enhance the civic partnership and will determine elaboration of common initiatives in order to improve and adapt innovation methods of WEEE management by creating an optimized collection and storing system, population awareness, testing of new methodologies. Civil society representatives (Local Initiative Groups, schools, colleges), private sector will be involved in the project by means of activities destined to aware the importance of WEEE adequate management.
Establishing appropriate conditions for WEEE collection, transportation, as well as creation of the storing point will contribute to territory’s attractiveness for potential investors.

2. Further enhancement of operational capacities of the partner services in line with the Integrated Border Management principles, including robust internal good governance and anti-corruption measures;
3. Actively contribute to the settlement of the Transnistrian conflict through monitoring and reporting on developments at the border and technical support for the implementation and pro-active coordination of Confidence Building Measures; to engage in drafting, verification and rectification of Moldova's legal acts having an impact on the Transnistrian region;
4. To support the smooth implementation of border and customs related aspects of DCFTA in Ukraine and Moldova, including monitoring, technical advice and assistance to facilitate the external trade from the Transnistrian region;
5. To support the effective implementation of efficient veterinary, sanitary and phytosanitary import/export controls at border from partner services on both sides through advanced tools (risk analysis, proportion of e-systems, simplified procedures, etc.);
6. To monitor Visa Liberalisation implementation in Ukraine and post-visa liberalisation in Moldova;
7. To inform and provide timely advice to various types of initiatives (EaP IBM Panel, high level meetings with national partner services, etc.) and in the preparation of an exit strategy and transition for long-term sustainability.

EUBAM is providing best practices in integrated border management and in cross-border cooperation. While its initial focus is on the Moldova-Ukraine common border, structural improvements will also result in enhancing overall effectiveness of the partner services as far as other borders are concerned. The Mission’s long term intervention and guidance on concrete measures of cross-border co-operation will have a positive effect also on other border regions which will take over best practices and cooperation methodologies from the Moldova-Ukraine state border that will serve as a positive model in the future.
In line with the Stockholm programme “Delivering an area of freedom, security and justice for Europe’s citizens” and the European Neighbourhood Policy “A new response to a changing Neighbourhood” EUBAM has placed a special focus on providing advice to the partner services in the area of good governance as well as engaging such important development agents as civil society, academia and media.
EUBAM’s activities are aimed to achieve sustainable development to the delivery of good quality border and customs services to the citizens and companies of Republic of Moldova and Ukraine to facilitate contacts and trade. The common goal is to develop a system of border and customs controls and border surveillance which meets European standards and serves the legitimate needs of the citizens of each country. There are some specific activities where Border Police / Border Guard and Customs Services reached a level which allows the partners to make these activities sustainable such as Joint Border Control Operations, Common Border Security Assessment Report, exchange of pre-arrival information, information exchange between Border Police / Border Guard. However remaining challenges are identified and require more dynamic progress such as further changes of service mentality including public relation and communication, consolidation of ethical values, prevention and fight against organized crime, further implementation of the national concept of Integrated Border Management, proper application of national trade policy etc. In accordance with the ongoing modernization plans of the partner agencies EUBAM will continue putting attention to the issue of both institutional and operational sustainable capacity building.
Furthermore, EUBAM Phase 11 is designed to encourage sustainability and cost-effectiveness of its activities, as it approaches IBM systematically, based on national and EU priorities. In order to ensure longevity of the activities, special attention has been paid to the following elements:
1. National ownership: all engaged border management and law enforcement authorities, and civil society fully back the project, as a highly pertinent initiative tailored to regional realities.
2. Support to ongoing Government-led reforms: the action directly complements national measures in the Republic of Moldova and Ukraine related to IBM implementation plans, Association with the EU, Visa Liberalisation, DCFTA, etc.
3. Gaps analysis: EUBAM expert assessments and continuous consultations with national interlocutors were utilized to ensure the interventions are targeted towards the most relevant areas.
4. Institutionalization: introduction of new procedures and practices into internal bylaws and guidance of the partner services is an important aspect of the action.
5. Policy dialogue: cooperation and exchange of experience between EU and beneficiary States has been afforded special attention.
6. Donor coordination: mechanisms, which harmonize technical assistance in the area of migration, prevent duplication, and establish synergies between running programmes have been introduced.
