Scopul acestui proiect este de a promova incluziunea educaţională a copiilor cu cerinţe educative speciale de vîrstă preşcolară prin crearea unor modele de grădiniţe incluzive la nordul şi sudul republicii, dezvoltarea capacităţilor personalului din grădiniţele model în lucrul cu copiii cu dizabilităţi, elaborarea mecanismelor care vor îmbunătăţi accesul educational pentru copiii cu nevoi educaţionale speciale din Republica Moldova. Necesitatea proiectului este argumentată de următorii factori:The aim of this project is to promote educational inclusion of preschool age children with special educational needs by developing models of inclusive kindergartens in the Northern and Southern parts of the republic, developing the abilities of model kindergarten’s staff when working with disabled children, developing mechanisms that would improve the access to education of children with special educational needs from the Republic of Moldova. I) Legislative assessment of existing and proposed legislation
(including amendments currently in preparation) with European standards and
including the 'implementation gap', focusing on the judiciary, the
prosecution service and the police. Particular focus will be put on CoE
expertises and recommendations already made and how they were
implemented.II) Ensuring accountability for human rights violations: (i)
assistance with structural reforms of the police and the General
Prosecutor’s Office; (ii) capacity-building: training of police and
prosecutors inter alia on positive obligations under Article 3 of the ECHR
and CPT standards, (iii) reinforcement of the police capacity to
effectively apply riot control measures in line with European
standards.III) Safeguarding pre-trial guarantees: (i) advising on the
transfer of temporary detention isolators from the Ministry of Interior
(MoI) to the Ministry of Justice (MoJ); (ii) supporting the setting up of a
judicial/court police; (iii) extension of the use of bail provisions and
assisting in the implementation of the probation law, and (iv) training of
judges and prosecutors in order to avoid excessive use of pre-trial
detention.IV) Support to the Ombudsman institution: (i) providing
