3: To enhance the protection of the rights and the social security of the Moldovan migrants working abroad, including the ones originating from Transnistria, developing and implementing innovative return and reintegration programmes, as well as promotion of economic empowerment of returning migrant workers and rural youth and women - including the Transnistria residents.

Project’s goal is to reduce the quantity of WEEE gene...
Project’s goal is to reduce the quantity of WEEE generated that will further lead to the improvement of citizens’ living conditions from Ungheni city and its neighbourhood localities, as well as of the region by activities that will be carried out by the applicant, target-groups and beneficiaries.
The population will feel the real benefits of the process immediately in terms of localities sanitation and solving the problem of WEEE storing. After a while, the advantages will be assessed compared to the reducing level of environment pollution. The collection and storing of waste in adequate conditions will decrease the risks of diseases and pollution arising due to the decomposition of toxic substances into soil and surface waters.
For the Local Public Authorities, the project will improve the process of communication with citizens, bring advantages to all parties involved. In this sense, the information campaign will be not just an operational one as regards the collection of WEEE, but will also contribute to the strengthening of the so-called division according to the intervention. After a period of time, this process will work on cyclic principles, in which the good functioning of the service will stimulate citizens to contribute to its economic development.
The project will enhance the civic partnership and will determine elaboration of common initiatives in order to improve and adapt innovation methods of WEEE management by creating an optimized collection and storing system, population awareness, testing of new methodologies. Civil society representatives (Local Initiative Groups, schools, colleges), private sector will be involved in the project by means of activities destined to aware the importance of WEEE adequate management.
Establishing appropriate conditions for WEEE collection, transportation, as well as creation of the storing point will contribute to territory’s attractiveness for potential investors.

În calitate de program complementar al viitoarei investiţii a Corporaţiei „Millennium Challenge Corporation” în reabilitarea sistemelor de irigaţii, Proiectul Competitivitatea Agricolă şi Dezvoltarea Întreprinderilor va oferi susţinere de o importanţă crucială în dezvoltarea pieţei şi asistenţă tehnică necesară beneficiarilor la etapa de tranziţie a acestora spre producţia agricolă de valoare înaltă obţinută prin irigare. Proiectul Competitivitatea Agricolă şi Dezvoltarea Întreprinderilor va reprezenta, de asemenea, primul efort substanţial al USAID de dezvoltare a întreprinderilor din Transnistria şi se va concentra asupra susţinerii creşterii, inclusiv a competitivităţii microîntreprinderilor, întreprinderilor mici şi mijlocii din regiunea transnistreană.

ROMANIAN: Obiectivul general este de a promova protecția refugiaților și solicitanț ilor de azil în Europa de Est și Caucazul de Sud, în conformitate cu standardele internaționale și europene. Obiectivul specific este acela de a îmbunătăți, printr-o abordare regională, calitatea determinarii statutului de refugiat. Aceste obiective sprijină direct obiectivele diferitelor procese legate de migrație si azil cu relevanță pentru Uniunea Europeană și țările vizate: În primul rând, procesul de la Praga, lansat la o conferință ministerială în 2009, promovează parteneriatele privind migrația între statele participante ale Uniunii Europene, precum și în țările țintă și alte state. Statele participante au semnat o declarație comună privind "parteneriatelor în domeniul migrației." În luna noiembrie 2011, un plan de acțiuni „Procesul de la Praga" a fost adoptat în scopul de a traduce această declarație în acțiuni concrete. Obiectivele acestui proiect corespund acț iunilor specifice 1-3 din Capitolul VI - "Consolidarea capacităților în materie de azil și de protecție internațională" ale Planului de acțiuni „Procesul de la Praga 2012-2016”, printre care: 1. În colaborare cu UNHCR, pentru a asista părțile în dezvoltarea și consolidarea sistemelor lor de azil, inclusiv a legislației naționale în materie de azil, pentru a asigura conformitatea cu standardele internaț ionale. 2. Pentru a sprijini autoritățile de azil ale părților în: a) consolidarea capacităților de receptie pentru persoanele care au nevoie de protecție internațională, b) consolidarea capacităților lor în colectarea și analiza informațiilor privind țările de origine a solicitanților de azil, în contextul consolidarii globale a sistemelor de azil 3. Pentru a promova dezvoltarea programelor de instruire pentru institutiile de forta și a sistemului judiciar pe standardele internaț ionale de protecție și pe principiul nereturnării. În al doilea rând, Programul de la Stockholm, adoptat în cadrul Consiliului Europei din 4 decembrie 2009, subliniază importanța angajamentului UE cu ț ările terțe în domeniul azilului și migrației, inclusiv prin consolidarea capacităților și alte forme de sprijin. În al treilea rând, Officiul, European de Sprijin pentru Azil (EASO), care a devenit pe deplin funcțional în iunie 2011, are sarcina de a consolida Uniunea Europeană (UE), cooperarea intre țări în materie de azil, pentru a sprijini țările UE ale căror sisteme de azil sunt suprasolicitate și pentru a spori punerea în aplicare a sistemului european comun de azil (SECA). Dimensiunea externă este o parte importantă a activității EASO. Abordarea globală a migrației oferă cadrul pentru o dimensiunea externă a unei politici comune în materie de azil și de cooperare cu tarile de origine, de tranzit și întoarcere bazata pe o cooperare cu UNHCR și Comisia Europeană. Activitatea EASO privind dimensiunea externă va viza cel puțin următoarele domenii: - Promovarea și sprijinirea consolidării capacităților sistemelor de receptie si azil in țările terțe ". - Protecția în regiune, implementarea programelor de protecție regionale (RPP), împreună cu Comisia Europeană, UNHCR și alți parteneri din domeniu. În al cincilea rând, dialogul la nivel înalt UE-Rusia în materie de azil ș i migrație la sesiunea de la Moscova din decembrie 2011 a prezentat cooperarea intre UNHCR și EASO, și, printre altele, a subliniat importanta Curriculei Europene de Azil (EAC) ca un potențial mijloc de realizare a schimbului de experiență The overall objective is to promote the protection of refugees and asylum seekers in Eastern Europe and the South Caucasus, in line with international and European standards.
ENGLISH: The specific objective is to improve, through a regional approach, the quality of refugee status. These objectives directly support the goals of various asylum and migration-related processes of relevance to the European Union and the target countries: First, the Prague Process, launched at a Ministerial Conference in 2009, promotes migration partnerships among the participating states of the European Union, as well as the target countries and other states. Participating states endorsed a joint declaration on “Building Migration Partnerships.” In November 2011, a “Prague Process Action Plan” was adopted in order to translate this declaration into concrete action. The objectives of this Project correspond to the specific actions 1-3 of Chapter VI – “Strengthening capacities in the area of asylum and international protection” of the Prague Process Action Plan 2012–2016, including: 1. In collaboration with UNHCR, to assist the Parties in developing and strengthening their asylum systems, including national asylum legislation, to ensure compliance with international standards. 2. To support asylum authorities of the Parties in: 1. strengthening reception capacities for people in need of international protection, 2. strengthening their capacities in gathering and analysing information on asylum seekers’ countries of origin in the context of the overall strengthening of asylum systems 3. To promote the development of training programmes for law enforcement bodies and the judiciary on international protection standards and on the principle of non-refoulement [emphasis added]. Second, the Stockholm Programme, adopted at the European Council of 4 December 2009, underlines the importance of the EU’s engagement with third countries in the area of asylum and migration, including through capacity-building and other forms of support. Third, European Asylum Support Office (EASO), which became fully functional in June 2011, is tasked to strengthen European Union (EU) countries’ practical cooperation on asylum, to support EU countries whose asylum and reception systems are under particular pressure and to enhance the implementation of the Common European Asylum System (CEAS). The external dimension is an important part of the work of EASO. The Global Approach to Migration provides the framework for the external dimension of a common asylum policy and for cooperation with regions of origin, transit and return in cooperation with UNHCR and the European Commission. EASO's work concerning the External Dimension will concern at least the following areas: - Promoting and assisting capacity building in third countries' own asylum and reception systems. - Protection in the region; implementing Regional Protection Programs (RPP’s), together with the European Commission, UNHCR and other partners in the field [emphasis added]. For 2012, EASO’s activities under the external dimension are limited to the development of a work plan; however, for the period of implementation of this project (2013-2014), EASO has committed to being an associate in the project. This will ensure application of their standards and methodology for relevant activities included in the Action. Fourth, the Eastern Partnership’s Platform on Democracy, Good Governance and Stability, through the Panel on Migration and Asylum, aims to strengthen asylum and migration systems in line with best practice. According to the goals set forth by the Eastern Partnership in its recently released roadmap, by autumn 2013, in asylum matters, legislation would have been introduced and administrative structures and procedures set up, ensuring effective protection. Such improvements should be achieved through a dialogue on such issues between the Eastern partners and the EU, as well as between Eastern partners themselves.
