1. Reduce by 10% the mortality rate during the first 24 hours of hospitalization, increase the intervention capacity of the Emergency Medical Service and the integrated operation with other specialized emergency services;

2. Diversified competencies of the medical, paramedical and operative personnel involved in the emergency medical assistance;

3. Strengthen the management system, coordinate and monitor the activities of the emergency medical service, including the emergency mobile service, the rescue and delivery service.

The project provides for the renewal of the ambulance fleet of the National Center for Pre-hospital Emergency Medical Assistance, with the aim of contributing to improving the population's access to pre-hospital emergency medical assistance and the quality of medical services, as well as minimizing the impact of medical-surgical emergencies on the population's health and increasing the chances of survival. At the same time, the implementation of the given project will contribute to the reduction of inequalities in access to emergency services between rural and urban areas, the purchased ambulances being intended for the entire territory of the country. At the same time, the implementation of the respective project will help the Government to open the way to the start of the implementation of the hospital reform, so that the development and consolidation of emergency medical assistance prior to hospitalization is a prerequisite for the reform of hospitals in the Republic of Moldova.

In the context of the implementation of the Project "Modernization of the Ambulance Units of the National Center for Emergency Medical Care", financed on the basis of the Framework Loan Agreement between the Republic of Moldova and the Development Bank of the Council of Europe (CEB), signed on July 12, 2018 and especially in accordance with the additional Agreement no. 5, 112 ambulances were to be delivered out of the total of 168 units initially expected - 56 being delivered previously. Of the 112 ambulances – 37 being units of type B 4X2; 29 type C 4X2 units; 41 units type B 4X4 and 5 units type C 4X4. From the total number of 112 ambulances, until November 30, 2022, 54 4X2 units were delivered (of which type B 4X2 - 37 units and type C 4X2 - 17 units) and undelivered - 58 units (41 units type B 4X4 ; 5 units type C 4X4 and 12 units type C 4X2), the validity of the contract expiring on November 30, 2022.

In this sense, in order to fully utilize the financial means available from the loan granted by CEB for the implementation of the project in question, the deadline for the disbursement of resources from the above-mentioned Framework Agreement was extended until September 30, 2024.
