Description:
The project provides support to the Moldovan Government towards the implementation of the National Development Strategy „Moldova 2030” elaborated in line with the 2030 Agenda, using a multi-level and sector governance approach. The project seeks to build capacities of the central administration (State Chancellery, various line ministries and parliamentary committees), of regional administrations and non-governmental organisations (NGOs), and supporting the alignment of processes to the 2030 Agenda and its principles. The project partners will receive training, in addition to organisational and process consultancy. Moreover, an implementation mechanism will be set up as well as learning and exchange, especially with Germany.
Actions Components:
The following three outputs are put in place for the successful implementation of the project. They represent the action components of the project.
Output 1: Planning. This component is aiming towards the following intervention areas:
- Review of strategies/commitments and development of possible adaptation in line with Agenda 2030 and Moldova 2030
- Development and introduction of obligatory processes and mechanisms for a sustainability check of political documents in the context of Agenda (“Quality Check”/or use of “filters”); in particular, an instrument taking the LNOB 2030 principle into account
- Empowerment of authorities at the ministerial and regional level, regarding their role during implementation
- Reviewing the institutional framework for inter-ministerial coordination
Output 2: Monitoring. This component is aiming towards the implementation of the following intervention areas:
- Preparation of a roadmap for the Agenda 2030 / Moldova 2030 reporting at national/international level (HLPF)
- Support to the establishment of a verification mechanism in accordance with the Agenda 2030
- Strengthening the data analysis capacities of the DPME directorates and other stakeholders, to utilise the data for planning, policymaking and reporting
- Support to selected ministerial partners in reporting on the 2030 Agenda
Output 3: Implementation. This component is aiming towards the following intervention areas:
- Developing an implementation process in line with the Agenda 2030
- Attracting additional funds for the implementation mechanism from private stakeholders and other donors
- Financial support and technical/specialised assistance for innovative small-scale projects at the national and regional level
- Analysis of learning experiences in implementing the small-scale projects and the input of these findings into national discussions/reports
Activity Summary:
1) Capacities and processes for integrating the national development strategy “Moldova 2030” in planning processes is improved.
2) The capacities of relevant stakeholders to employ official and alternative data are strengthened.
3) Selected priorities of Moldova 2030 National Development Strategy are implemented.
Memo:
Agreement between the Federal Republic of Germany and the Republic of Moldova on technical cooperation for the 2017 year.
Purpose:
The project supports an integrated implementation of the National Development Strategy Moldova 2030 based on the 2030 Agenda. It has a major focus on SDG 17 (Partnerships for the goals), SDG 16 (Peace, justice and strong institutions), as well as other selected sectoral SDGs. The project promotes the shared responsibility by involving governmental and non-governmental actors into planning and monitoring processes in accordance with the Leaving no one behind principle.
Results:
- 3 institutionalised intra- or inter-ministerial steering or coordination processes have been adapted within the context of the Agenda 2030 and its principles.
- In the context of 3 intra-or inter-ministerial processes new (or extended) disaggregated statistical information or the results of ex ante/ex post analysis are used.
- For 75% of the 6 small-scale projects implemented with-in the SDG implementation mechanism, project specific impact can be demonstrated based on regionally or gender-specifically disaggregated data.
- The LNOB (Leave No One Behind) principle, especially regarding women and girls, is reflected by at least 3 ministries with the help of a planning process instrument.
