Description: 

The overall objective of the three-year programe, implemented by UNFPA and UN Women at the regional and national levels, is to address the issues related to gender equality and “strengthen equal rights and opportunities for women and men, through shifting social perceptions, gender stereotypes and men’s participation in caretaking”.

This programme has been developed to respond to challenges to achieving gender equality and the Sustainable Development Goals. It complements existing United Nations programmes and partnerships and builds on work by the United Nations and the European Union Directorate-General for Neighbourhood and Enlargement Negotiations in the Eastern Europe and Central Asia region.

The Programme targets government bodies, civil society organizations and direct beneficiaries in the respective countries. It envisions a series of intervention strategies designed to promote social change and address the underlying structural gender barriers and norms, with particular emphasis on changing gender stereotyped behaviour, strengthening men’s involvement in parenting and reducing the number of victims of violence through targeted violence prevention interventions with perpetrators. The Programme also targets policies related to family, such as parental leave regulation. The programme will be implemented through collaboration, particularly at the local and community level, with government bodies, civil society organizations, different non-traditional partners and other United Nations agencies and multilateral organizations.


Actions Components: 

Activity 1.1.1 Innovative and inclusive communication

Activity 1.2.1 Research on defining good practices in the area of gender behaviour change and setting the baseline to inform priorities and approaches for CSO initiatives

Activity 1.2.2 Development of and implementation of innovative initiatives addressing gender stereotypes and practices in all spheres (through grants to CSOs) at the grassroot and national levels

Activity 2.1.1. Integration of responsible fatherhood and male involvement approach through social services and municipalities

Activity 2.1.2. Capacity development of health care providers and municipalities

Activity 2.2.1: Advocacy for applying good practices from EU countries in the policies on responsible fatherhood through public and private sectors

Activity 3.2.1. Bringing social change through good practices exchange on programme for perpetrators

Purpose:

The overall objective of the Programme is to strengthen equal rights and opportunities for women and men through shifting social perceptions, gender stereotypes, and men’s participation in caretaking.


Results: 

Output 1.1. Increased awareness of country specific norms and stereotypes: the public is more aware of rights to reduce the impact of stereotypes and change the roles of men and women

Output 1.2. Actions taken and behaviors changed in key areas by targeted audiences and decision-makers to improve equality of opportunities and realization of women’s rights including with regards to employment opportunities

Output 2.1. Targeted citizens, governments, medical providers and professionals are aware of the benefits of involving men in pre-natal check-ups and in fathers’ groups

Output 2.2. Men are provided with relevant support, guidance and means to get involved in caretaking and advocacy of gender transformative approaches related to parental leave

Output 3.1. Evidence-based violence prevention programmes for perpetrators used in EU member states and a few prevention programmes for perpetrators are being tested in some EaP countries
