Objectives: 

The effectiveness of state and civil society measures to combat and prevent corruption in the Republic of Moldova is improved.


Description: 

The project will provide advice on strengthening state institutions tasked with preventing and combating corruption; building and developing partner capacity through initial and in-service training and organisational and process advice; promoting learning and exchange with Germany and other European countries; raising awareness and strengthening civil society, especially at local level; supporting activities in regions and sectors at high risk of corruption. 


Actions Components: 

The following five outputs are put in place for the successful implementation of the project. They represent the action components of the project.

(1) Activating civil society engagement in preventing and combating corruption;

(2) Strengthening the institutional and operational capacity of specialist criminal investigation agencies and state prosecutors to efficiently and effectively prevent and combat corruption and money laundering; (3) Strengthening the institutional and operational capacity of investigation agencies to impound and return illegally acquired assets within the country and abroad;

(4) Implementing high-performance systems for declaring assets and reporting conflicts of interest;

(5) Identifying and implementing measures to prevent the risk of corruption in three high-risk sectors on the basis of the National Integrity and Anticorruption Strategy sectoral action plans.


Activity Summary: 

1) Organisation and implementation of citizen initiatives and anti-corruption campaigns; awareness-raising campaigns; surveys of the population; monitoring of implementation of the anti-corruption strategy; training for civil society organisations and journalists.

2) Implementation of training and train-the-trainer measures; mentoring programmes; case analyses; design of training modules; introduction of aspects of quality management; support for international exchange of experience and advisory services from international cooperation

3) Implementation of training courses and train-the-trainer measures; organisational advice; IT advice and expertise on implementing international standards; promoting international sharing of experience and advisory services from international cooperation

4) Implementation of training and train-the-trainer measures; IT and organisational advisory services; introduction of aspects of quality management; information campaigns and surveys; promoting international sharing of experience

5) Support for implementing the action plans set out in the 2017-2020 anti-corruption strategy; implementation monitoring; education and public information measures; establishment of complaints mechanisms, electronic platforms and tools; strategy development processes for the follow-on anti-corruption strategy 2021-2024


Memo: 

Due to the political complexity of the project, the actions may be modified in the course of the implementation process.


Purpose:

The project contributes to implementation of the Association Agreement between the EU and the Republic of Moldova, in particular Articles 16 and 18. Article 16 focuses on preventing and combating organised crime, corruption and other illegal activities. Article 18 targets the fight against money laundering and the financing of terrorism. Contribution to national implementation of the 2030 Agenda. As part of the national agenda, the module contributes primarily to implementing SDGs 16.4 and 16.5 and to achieving SDGs 16.6, 16.7 and 16.10. It relates to prevention of corruption at all levels of the state, i.e. the effective implementation of the National Integrity and Anticorruption Strategy (NIAS), effective coordination and improved sharing of information between relevant institutions, development of efficient scrutiny of financial transactions, mechanisms to impound and return illegally acquired assets, and strengthening of the technical capacity of the National Integrity Authority (NIA). The project also relates to activating civil society to combat corruption, particularly at local level.


Results: 
  • Strengthening civil society and working to combat corruption (output 1)
  • Improving the effectiveness of state and civil society measures to combat and prevent corruption in the Republic of Moldova (module objective) requires support for the efficient and effective criminal prosecution of corruption by the responsible investigative agencies and state prosecutors (outputs 2 and 3).
  • Support for the National Integrity Authority is aimed at preventing bribery in public office. Declaration of personal assets and revealing conflicts of interest by public office holders and state officials will help prevent abuse of public office (output 4)

Approaching the state’s prevention measures systematically and with social engagement (output 5), in particular, with regard to implementing the NIAS in high-risk sectors.
