HPMP stage II tranche 2 will be implemented during the period 2020-2021 and is expected to ensure compliance with the 35% reduction from the baseline consumption in 2020 and 2021.

Article 5 Parties to the Montreal Protocol on Substances that Deplete the Ozone Layer are expected to phase-out the consumption of ozone-depleting hydrochlorofluorocarbons (HCFCs) by 2030 with a service tail of 2.5% per annum of their baseline consumption until 2040 for servicing. Republic of Moldova successfully implemented stage I of its HCFC phase-out management plan (HPMP) and the 77th Meeting of the Executive Committee approved stage II of its HPMP in November 2016, with UNDP as a lead and UNEP as a cooperating implementing agency. The first tranche of HPMP stage II covers the period 2017- 2019. The present agreement covers the funding of Moldova’s HPMP stage II tranche 2 which has been approved for UNEP for activities related to legal and regulatory measures, preparation of training materials, training and certification of refrigeration technicians, strengthening of refrigeration association, training of enforcement officers and project coordination, management and monitoring. Purpose:
The purpose of the project is to improve the legal and regulatory framework for reducing annual HCFC consumption in the Republic of Moldova, developing training materials, training and certification of refrigeration specialists, and strengthening the capacities of the Association of Refrigeration Technicians.
Results:
Output 1: Adoption of Regulation on training and certification which will allow for implementation of new certification system (harmonized with the EU F-Gas Regulation No.517/2014, Art. 10); the drafted Governmental Decision on Regulation is under public consultation; Allocation of the annual HCFC import quota based on the Regulation on establishing the mechanism for distribution annual quota for import of hydrochlorofluorocarbons, approved in the 1 st trance of the HPMP Stage II; Ban on import of all equipment containing or relying on HCFCs (new and second hand), amendment to the Law No. 852-XV dated 14.02.2002 is drafted in 2019; Technical specification for web-based electronic reporting and licensing system (developed in the HPMP stage II tranche 1) to be approved and tested in the HPMP stage II tranche 2.
Output 2: Preparation/update/printing of training/lecturing materials for RAC technicians. It is proposed to update training materials for the safe handling of natural refrigerants in order to be in compliance with the MP requirements. Preparation/update/printing of training/lecturing materials for enforcement officers. Continue to up-date and provision of new training materials on international and national legislation in regards to HCFCs licensing and quota systems, HCFCs/HFCs//equipment ‘import/export control measures, monitoring of illegal trade.
Output 3: The objective of the component is to facilitate the reduction of HCFC consumption in the RAC sector by training servicing technicians in good practices in refrigeration, air-conditioning and heat pumps, and also in safe handling of flammable and toxic refrigerants. Complementary trainings are planned in the second tranche in order to facilitate transition from HCFCs to alternatives: HCFs, hydrocarbons, carbon dioxide and ammonia. As an expected result is 40 refrigeration technicians will be trained (2 x 20 technicians x 3 days).
Output 4: It is proposed to support the Public Association of Refrigeration Technicians with updating of its web-site. This tool allows effective informative flow and exchange of information regarding HCFCs alternatives, new technologies in refrigeration, modern R/R equipment and tools.
Output 5: Training of Customs officers. The training of Customs officers is a very important part of the HPMP for enforcement of national HCFC import/export regulation. It is planned that 15 customs officers will be trained. Training of environment inspectors. It is planned to train 15 environmental inspectors on national HCFCs and EU regulations regarding ozone issues/climate change, implementation of HCFC import/export licensing and quota system, and the role of the Government authorities in enforcing the Montreal Protocol at the national level.
Output 6: Continued monitoring of the HPMP second stage investment and non-investment components, reviewing the effectiveness of implemented activities. Quarterly monitoring report and reporting meeting with staff of the National Ozone Unit.
